
Physician Advisory Group Charter

CPPI Mission
The California Physician Performance Initiative (CPPI) is a multi-stakeholder initiative to measure and report on the performance of physicians throughout California. This work is being conducted by the California Cooperative Healthcare Reporting Initiative (CCHRI) - a statewide collaborative of purchasers, health plans, physician groups and associations, and consumers that are working collectively to improve patient care in California.
CPPI Goals
CPPI's goal is to improve patient care and its affordability by:
- Reporting results to physicians to help them gauge how well care for their patients meets national standards of care;
- Applying the performance results in ways to help consumers and purchasers get better value when they choose and use health care; and
- Adopting performance measures and reporting methods using the best available science to set performance standards.
CCHRI Executive Committee Oversight of Physician Advisory Group
Pursuant to the CCHRI Executive Committee charter, the CCHRI Executive Committee is charged with approving the Physician Advisory Group charter and chair. The chair of the Physician Advisory Group will be a voting member of the CCHRI Executive Committee.
The purpose of the Executive Committee is to provide expertise, guidance and decisions regarding all aspects of the strategic direction and implementation of all CCHRI projects and reporting, including CPPI. Therefore, the CCHRI Executive Committee is the sole governance body providing strategic direction for the CPPI project.
CPPI Physician Advisory Group Role and Responsibilities
The CPPI Physician Advisory Group (PAG) shall have the following role and responsibilities:
- Support project goals and be active spokesperson for the CPPI project with physician audiences;
- Provide clinical review and guidance related to the design of the program, selection of measures, attribution method, review of findings, and presentation of results to physicians;
- Advise on the development, design, content, and distribution of CPPI clinical quality reports;
- Review and respond to implementation questions/issues from CPPI project staff;
- Advise on how best to engage the California physician community in use of valid data for quality improvement and consumer choice;
- Advise on CPPI physician communications plan; and
- Advise how to best work with physicians to understand the information provided is actionable by physicians and relevant to issues of potential concern for physicians.
CPPI Physician Advisory Group Chair Role and Responsibilities
The chair of the Physician Advisory Group shall serve a one-year term which may be extended by CCHRI Executive Committee vote. The PAG chair shall have the following role and responsibilities:
- Chairs each PAG meeting. The chair may designate an alternate to chair the meeting in the event of an absence;
- Represents the PAG before the California physician community;
- Approves each meeting agenda and draft meeting minutes;
- Obtains consensus among the PAG members where possible;
- Reports PAG recommendation and differing perspectives, if any, and updates to the CCHRI Executive Committee.
- Recommends to the CCHRI Executive Committee chair proposed members of the PAG; and
- Invites non-members to attend and speak at a PAG meeting.
CPPI Physician Advisory Group Member Role and Responsibilities
Each Physician Advisory Group member agrees to the following:
- Will attend each of the meetings to be convened as needed;
- If unable to attend a meeting the member will designate an alternative representative from their organization to participate on their behalf;
- Will review meeting materials prior to meetings, if the documents are provided to the group at least 24 hours before the meeting; and
- Will maintain civilized discourse with respect for each member's perspectives.
Meetings
The Physician Advisory Group will meet at least six times per year with meetings being in-person and by phone. Meetings will have an agenda and minutes.
Physician Advisory Group Representation
The Physician Advisory Group will include a total of 12 representatives, 3 from health plans, and 9 from the following:
- Medical Group and IPA representatives;
- California Medical Association representative(s); and
- CAPG Representative.
